LEONARD FOSTER - Nevada State Assembly 13
* Do you or anyone in your immediate family own a dog, cat, ferret, etc.?

Yes, we have two dogs and four cats.

* Do you or anyone in your immediate family hunt, with or without a dog?

No

* Do you support any animal rescue organizations or shelters?

No

* Do you philosophically support any animal rights or animal protection organizations? If
so,please identify the organizations.

Not at the moment.

* Do any animal rights or animal protection organizations endorse you as a candidate or
financially support your campaign?

No.

* Should Spaying or Neutering of an animal be controlled by the government through
legislation or should it be left between a veterinarian and their client to decide?

If a family chooses to get a pet from a public or private shelter which spaying or neutering
is a requirement, the family has the option of either taking the animal if they agree with
the requirement or not taking the animal if they don't agree with this requirement. Should
a family get a pet from a friend or pet store then the decision of spaying or neutering
should be their choice. The federal and State governments should not infringe on the
Rights of the people to make this decision.

* Do you believe that animal owners should have their status as owners changed to the
status of guardians? As a guardian you do not own your animals, you are strictly a
caretaker?

No, I do not agree. I own my pets.

* Do you support the states' prerogatives to manage their resident wildlife populations
and establish local hunting regulations, without federal interference?

I cannot find anywhere in the US Constitution where Congress is authorized to regulate
hunting. Hunting regulations are a State issue.

* Do you believe in peoples rights to own (responsibly) any animal of their choice,
regardless of species: exotic or domestic?

Responsibly is the key word here. Living in Las Vegas, I would not want my neighbor to
have a lion or tiger. There needs to be some common sense on the type of animal and the
area the person lives.

* Do you believe it is okay to discriminate against exotic animal owners through unfair
bans?

I need to know what your definition of "exotic animal" and "unfair bans".

What is your position on the following animal and/or hunting related issues?

a) Hunting, including the use of dogs

People have been hunting with dogs for centuries. I don't see any problem with this.

b) Fishing

My family and I enjoy going fishing.

c) Animal medical research

This is a tough question. I see, and understand, both sides of the issue. Medicine has
advanced tremendously via animal research. I believe serious medical conditions, such
as cancer treatment, are valid reasons for animal research. I don't see testing cosmetic
products such as mascara or face cream as a valid reason. Any animal used in research
must be used for a vaild reason and there needs to be assurance that the animal is not
put through excessive suffering. Some may see that statement as an oxymoron but,
unfortunately, there are legitimate needs for animal research.

d) Animal ownership and breeding (including pet & livestock breeding, research animals,
circuses and rodeos)

No opinion.
