JOSEPH EGAN- Nevada State Assembly 8
* Do you or anyone in your immediate family own a dog, cat, ferret, etc.?
No, my current lease does not allow for pets. My parents, however, are lifelong pet
owners. They currently care for multiple animals, including dogs, cats and reptiles. My
teenage sister has a great interest in reptiles and someday hopes to work as a biologist.
* Do you or anyone in your immediate family hunt, with or without a dog?
I have hunted several times as a child with my step-father, who was an avid deer hunter
in Wisconsin. His age and health no longer permit his hunting activities.
* Do you support any animal rescue organizations or shelters?
I have limited time and financial resources. I cannot, at this time, afford to support any
shelters. However, I do believe that certain private shelters, who care for unwanted,
injured or abandoned animals, while finding them new homes or habitat, provide a great
service to our community.
* Do you philosophically support any animal rights or animal protection organizations? If
so,please identify the organizations.
I do not. I believe time is better spent by protecting human beings and improving the
quality of life of everyday citizens.
* Do any animal rights or animal protection organizations endorse you as a candidate or
financially support your campaign?
No.
* Do any animal rights or animal protection organizations endorse >you as a candidate or
financially support your campaign?
No.
* Should Spaying or Neutering of an animal be controlled by the government through
legislation or should it be left between a veterinarian and their client to decide?
It should be left between the pet owner and his professional advisers to decide.
Legislation on this matter would be a drastic over-reaching of government powers.
* Do you believe that animal owners should have their status as owners changed to the
status of guardians? As a guardian you do not own your animals, you are strictly a
caretaker?
No, I believe responsible law abiding citizens have a God-given>right to own animals,
specifically in a society that claims to be free.
* Do you support the states' prerogatives to manage their resident wildlife populations
and establish local hunting regulations, without federal interference?
I am a strong advocate of the 10th amendment. This is clearly a matter to be left up to the
States, except in matters of large scale animal epidemics (stretching over state lines)
threatening the animal populations of other states. Then, and only then, would the
interstate commerce clause allow the Federal Government to step in (but this situation
should only occur in very extreme matters).
* Do you believe in peoples rights to own (responsibly) any animal of their choice,
regardless of species: exotic or domestic?
Absolutely. Law abiding, responsible owners should be able to possess most animals, as
long as they properly secure the animal and assure that it does not pose a direct threat to
human beings. I do, however, support state regulations on some non-native species,
which if set free (or escape), can threaten the natural ecosystem of an area (this
situation, once again, should be reserved for extreme instances).
* Do you believe it is okay to discriminate against exotic animal owners through unfair
bans?
Absolutely not! Exotic animals are beautiful and interesting creatures. When responsibly
cared for, they can provide for a great educational opportunity to both the owners and
those who are allowed to safely interact with the animal. I believe in reasonable local
restrictions in regards to caging and care of the animals to protect to the community from
potentially dangerous scenarios, but I do not support overly burdensome regulations.
What is your position on the following animal and/or hunting related issues?
a) Hunting, including the use
Although I do not hunt myself, I recognize that it is a very important tradition and hobby to
many law-abiding Americans. I strongly support their natural God-given hunting rights, as
long as they hunt in a safe and responsible manner.
b) Fishing
Spending my childhood in Chicago, within walking distance from Lake>Michigan, and my
teenage years in Wisconsin, surrounded by small lakes: I was once an avid fishermen.
Sadly, I no longer have the time or the close proximity to water that I once had, so I no
longer fish. But I do hold the same position on fishing that I hold on hunting. I strongly
support natural God-given fishing rights, as long as they fish in a safe and responsible
manner.
c) Animal medical research
Animal medical research is a vital step to solving many deadly diseases in human beings.
I strongly support animal medical research. I would much rather see ten thousand rats
die, as opposed to one innocent child.
d) Animal ownership and breeding (including pet & livestock breeding, research animals,
circuses and rodeos)
As a person who's been to many county fairs and circuses, I can attest to the great family
environment present at these events. The annual NFR brings a very respectful group of
people to Las Vegas who contribute greatly to our economy. I believe very strongly that
responsible animal ownership is a great (and God-given) attribute of American society! As
an elected official, I would strongly oppose any unreasonable restriction on the rights of
hunters, fishers and animal owners. I seek to be their advocate in Carson City.
